Being human, I believe that most if not all drivers would respond to monetary and non-monetary incentives. Take for example the legal requirement of having to buy insurance for your car. In the last 44 years that I've been a driver, the various insurance companies profited handsomely from my business. Despite having a clean record all these years, I still need to pay 55% of the full premium every year. Drivers don't depend on plain luck to maintain their clean records. It has to do with good road discipline, courtesy towards other motorists, being safety concious, using common sense and of course skill. Why aren't insurance companies giving special incentives to such drivers by charging them only a nominal sum for their annual insurance? Conversely, charge drivers with bad records a hefty premium which is increased the more times that they are found to be at fault, not only for causing accidents but also when issued with taffic summonses. As for non-monetary incentives, the authorities like JPJ and Police, for example, can issue official car stickers as an acknowledgement for being good drivers and I'm sure they will be very proud to display them. Of course the implementation details have to be worked out.

I totally agree with you kancil cai. We the consumer are at all times being the victims of the insurance companies. Sweet promises were given when buying insurance but finding faults and means not to pay when it comes to claims. In my place, an additional charge of RM3 is added for the issuance of cover note. When asked, the answer is 'computer charge' and adding insult to injury, 'I don't force you and if you don't want you can go to other insurance company'. In a small remote town like mine, there are only a few insurance agents.
